Members of the Seneca Lake Guardian coalition were hoping the legislature would bring a permanent end to the battle over a proposed trash incinerator in the town of Romulus.

But the Assembly left for the year without taking up the bill to add home rule to what's known as the article ten siting process, and essentially give municipalities veto power when it comes to deciding where to put power plants.

Now advocates are calling that a failure of Assembly leadership.
